A surface parking lot near Southport Avenue and Irving Park Road could be replaced by a five-story mixed-use development with 36 apartments and new ground-floor retail space.
A zoning application has been filed for 1429 W. Irving Park Road, just east of Southport Avenue in Chicago’s Lakeview neighborhood. Developer Nikola Delic is behind the proposal, with plans designed by MC & Associates.
The proposed building would stand approximately 55 feet tall and include 36 apartments, 4,400 square feet of retail space and 25 parking spaces.

Two storefronts would flank a central residential entrance along Irving Park Road. Behind them, a ground-floor garage would accommodate 14 vehicles, while 11 additional spaces would be located outdoors along the rear alley. The property would also provide 36 bicycle parking spaces.

The upper four floors would contain nine apartments each. Plans call for four studios, four one-bedroom units, 20 two-bedroom units and eight three-bedroom units. Seven apartments would be designated as affordable housing under Chicago’s Affordable Requirements Ordinance.

The development would replace an existing surface lot with new housing and commercial storefronts along Irving Park Road, potentially bringing additional residents and pedestrian activity to the area.
The developer is seeking a zoning change from B3-2 to B2-3. The proposal has received support from 46th Ward Alderwoman Angela Clay but still requires approval from the Chicago City Council following consideration by its Committee on Zoning.

If approved, construction is expected to begin in spring 2027, with completion anticipated in fall 2028. The project would mark another potential change near the northern end of the Southport Corridor.
