Chicago Plan Commission Signs Off on New Mixed-Use Project at 3611 N. Halsted

The Chicago Plan Commission has given its approval to a new mixed-use development planned for 3611 North Halsted Street in the Lakeview neighborhood. The project, led by local developer David Gassmann of DLG Development, will rise on a currently vacant mid-block site between West Addison Street and West Waveland Avenue — where a one-story commercial building was torn down in 2024.

Designed by Studio Dwell Architects, the proposed structure will be 12 stories tall and reach about 140 feet in height. It’s planned to include 188 residential units, with a portion of them set aside as affordable to comply with the city’s Affordable Requirements Ordinance.

At the street level, the building will feature a 900-square-foot café alongside the residential lobby facing Halsted Street. Behind that, the ground floor will house part of the building’s parking and bike storage, with additional spaces on the second floor — bringing the total to 77 vehicle spots and 188 bike spaces.

Residential units will begin on the third floor and extend upward through the 11th, with a mix of unit types including studios, one- and two-bedrooms. Some homes will offer private terraces or balconies. To crown the building, the 12th floor will host indoor amenities plus an outdoor deck with seating, grill areas, and landscaped space for residents.

To accommodate the size and uses of the project, the property will be rezoned from C1-2 to a C1-5 classification with a Planned Development overlay. With the Plan Commission’s approval now in hand, the proposal moves next to the Committee on Zoning and ultimately the City Council for final sign-off. Construction is targeted for completion in 2027, weathering the usual city approval timeline.
